Daniel R. Gill
Daniel R. Gill is a former principal of Dayvon Services Inc., a privately-owned consulting firm. He has served as Bowie State University, Acting Vice President for Institutional Advancement and Founder and Director of the Institute for Development and Entrepreneurship Advancement (IDEA). Mr. Gill retired from the Federal Senior Executive Service (SES-06) as the Office of the Secretary of Defense, Director, Office of Small and Disadvantaged Business Utilization. He served similarly with the Department of the Army, Office of the Secretary of the Army, as well as on the Army Contract Adjustment Board, the Executive Boards of the Army Acquisition Corps, and Centers of Excellence at two historically Black colleges and universities.
HBCUs "Saluted, promised, but underutilized" describes the underutilization of minority-serving institution capacity and capability in the interest of security, defense, health and economic well-being of the nation, as it was intended by Congress. By offering a noncritical analysis, Gill aims to stimulate action and offer challenging and proven solutions.
